The purpose of shelter is to protect occupants and valuables from the exposure of the surrounding environment.

 

The nature of some situations requires a prescription to resist much higher pressure.  This pressure can be generated from very high wind loads due to environmental conditions, such as hurricane and tornado force winds, industrial risk of catastrophic accidental explosions or intentional explosive detonation.
